Backend server fallback not working

Hi,
    I am using Pound as load balancer to my 2 backend apache webserver ,
  with configurations given below. On stating the Pound deamon ,I see
that Pound is sharing the load among the 2 backend servers.

 For testing failover , If I bring down any one of the servers , the
other takes all the load. But on bringing up the failed server again,
The load is not resuming on to the brought-up server although
the Pound-Monitor detects the server being alive.     
 
I am expecting that once any backend server is back after a failure ,the
load balancer should resume new sessions to it.  This does not seem to
happen.

I will be extremely glad to get a reply on this.

If you use sessions the old sessions are still active, and they are all
bound to the active server. It may thus take a while for new requests to
be directed to the new server, but eventually they will come.
