3-7 minutes before backend resurrects?

When I bring down all the backends, it takes aprox 6-10 minutes before the
site works again. Can anyone tell me what the problem might be? The
Alive+Timeout = resurrect time?

Thanks to everyone who helped me resolve my issues!
After you helped me fix Pound, I found someone had (not so suprisingly)
changed something on the firewall, which caused the later timeout.
