After reviewing the pound.cfg and poundctl man pages, it's not clear
to me what the best practice is for dynamically adding backends to
pound without any downtime.
The best I can tell is that I'd need to modify pound.cfg myself, then
use poundctl to enable a back-end without restarting the daemon. Is
that correct? Or is there a better way?

Interesting, also I would like to know!
Another interesting solution would be do a reload to PID but I think tha
whit the implementation of pound dont possible. Is it correct?

As far I know, Pound need a restart. If you want zero downtime, you need
another load balancer above Pound.
